Energy Affordability Pilot Program

MCAAA is leading the team for this Affordability Pilot, partnering with The Heat and Warmth Fund (THAW), DTE Energy (DTE), CLEAResult, Great Lakes, Inc. (CLEAResult), as well as other potential collaborators. The Pilot combines comprehensive case management with arrears forgiveness, energy assistance, energy education, weatherization, and other services.  The main focus areas include the City of Detroit and the counties of Wayne, Oakland, Livingston, and Kent.    

MCAAA is managing the pilot, working with other partners and collaborators on program details.  THAW administers energy assistance and is working on the web-based database that is provides a centralized location for reporting, collecting case management information, and interfaces with DTE’s database, as needed.  DTE will leverage matching dollars for the debt forgiveness part of the pilot; provide technical expertise including the development of the low income payment tariff; issue customer bills to customers in the pilot; communicate with customers participating in the pilot about bill-related matters, and provide customer information as needed.
