EOC Mission Statement
The mission of the Economic Opportunity Committee of St. Clair County, Inc. is to advocate for and provide people with limited income an opportunity to become socially and economically self-sufficient in their community.

Service Summary

Emergency Financial Assistance

EOC offers a number of programs to assist families in need of emergency financial assistance.   
These programs include:
  1. Utility Bill Assistance
  2. Mortgage/Rent Payment Assistance
  3. Relocation Assistance
  4. Emergency & Temporary Housing Assistance
  5. Most programs require that the individual or family meet specific eligibility requirements.

Financial Planning

EOC offers a number of programs to assist families in need of financial planning.  
These programs include:

  1. Money Management Counseling/Budgeting Education
  2. Representative Payee Services
  3. Individual Development Account Program.

Housing and Energy Services

EOC offers a number of programs to assist with financial resources for housing issues and home repairs.  
These programs include:
  1. Weatherization – offers information on how to lower utility bills and helps teach families to save energy.
  2. MSHDA/LIHEAP – offers low-interest home repair loans.
  3. Housing Information & Referral – offers a database of low-income housing opportunities in the community.

  4. Residential Single-Family Housing - assistance is available to limited-income families for purchasing homes newly constructed by EOC.

  5. Links to Homeownership Program - a home purchase program offered through the Michigan Affordable Housing Fund (MAHF).  Includes home inspections, credit repair, down-payment assistance and home maintenance training.

Health and Nutrition Services

EOC offers several programs to ensure better health and nutrition for St. Clair County residents.  
These programs include:

  1. TEFAP – quarterly temporary emergency  food program for low-income families.
  2. CSFP – monthly supplemental food program for seniors 60 and older.
  3. PAS – prescription assistance service for people 19-59 years old.
  4. Most programs require that the individual or family meet specific eligibility requirements.

Child and Family Services

EOC offers a number of programs for children and their families.  
These programs include:
  1. Head Start Classes
  2. Michigan School Readiness Program
  3. Subsidized Child Care Centers
  4. Fatherhood Initiative Program
  5. Youth Involvement Program
