Standardized formats are now being used to demonstrate contract compliance and individual results of customers and services. ROMA is the mandated format for Community Action-supported activities. Each outcome has been standardized to provide sufficient documentation to verify results of the goals listed below. It should be noted that each goal relates to individual, agency, and community results:

• Low-income people become more self-sufficient.

• The conditions in which low-income people live are improved.

• Low-income people own a stake in their community.

• Partnerships among supporters and providers of services to low-income people are achieved.

• Agencies increase their capacity to achieve results.

• Low-income people, especially vulnerable populations, achieve their potential by strengthening family and other supportive environments.
