Assistance to States for the Education of Children With 
Disabilities and Preschool Grants for Children With Disabilities

AGENCY: Office of Special Education and Rehabilitative Services, 
Department of Education.

ACTION: Notice of proposed rulemaking (NPRM).

SUMMARY: The Secretary proposes to amend the regulations in 34 CFR part 
300 governing the Assistance to States for the Education of Children 
with Disabilities Program and Preschool Grants for Children with 
Disabilities Program, as published in the Federal Register on August 
14, 2006, and seeks public comment on the proposed amendments that we 
have determined are necessary for effective implementation and 
administration of these programs. The proposed regulations were not 
included in the notice of proposed rulemaking published in the Federal 
Register on June 21, 2005 to implement changes made to the Individuals 
with Disabilities Education Act (IDEA or Act), as amended by the 
Individuals with Disabilities Education Improvement Act of 2004, and, 
thus, have not previously been available for public comment.

Self-Help Homeownership Opportunity Program (SHOP) Grant 
Monitoring

AGENCY: Office of the Chief Information Officer, HUD.

ACTION: Notice.

SUMMARY: The proposed information collection requirement described 
below has been submitted to the Office of Management and Budget (OMB) 
for review, as required by the Paperwork Reduction Act. The Department 
is soliciting public comments on the subject proposal.
    SHOP provides for funds to purchase home sites and develop/improve 
infrastructure to support sweat equity and volunteer-based 
homeownership programs for low-income persons and families. This 
information collection is to measure performance goals and demonstrate 
the success of the program.

Announcement of the Fall 2008 Annual Grant Competition (Formerly 
Known as the Unsolicited Grant Initiative); Effective October 1, 2008

AGENCY: United States Institute of Peace.

ACTION: Notice.

SUMMARY: The Agency announces its Annual Grant Competition, which 
offers support for research, education and training, and the 
dissemination of information on international peace and conflict 
resolution. The Annual Grant Competition is open to any project that 
falls within the Institute's broad mandate of international conflict 
resolution.
    Deadline: October 1, 2008. Application material available on 
request and at http://www.usip.org/grants/unsolicited.html.

DATES: Receipt of Application: October 1, 2008.
    Notification Date: March 31, 2009.
