Request for Proposals (RFP): Farm Labor Housing Technical 
Assistance Grants

AGENCY: Rural Housing Service, USDA.

SUMMARY: This RFP announces an availability of funds and the timeframe 
to submit proposals for Farm Labor Housing Technical Assistance (FLH-
TA) grants.
    USDA Rural Development administers the programs of the Rural 
Housing Service. Section 516(i) of the Housing Act of 1949 as amended, 
authorizes the Rural Development to provide financial assistance 
(grants) to eligible private and public nonprofit agencies, which 
includes faith-based organizations, and to encourage the development of 
domestic and migrant farm labor housing projects. This RFP solicits 
proposals from qualified private and public nonprofit agencies on how 
they will provide technical assistance to groups who qualify for FLH 
loans and grants.

Assistance to High Energy Cost Rural Communities

USDA Rural Development’s High Energy Cost Grant Program offers financial assistance to provide or improve energy generation, transmission, and distribution facilities serving rural communities with home energy costs exceeding 275 percent of the national average. Applications must meet eligibility requirements for applicants, project activities, and beneficiary communities to qualify under this program Applicants must demonstrate that the grant project target community qualifies as an extremely high energy cost community under one or more eligibility benchmarks. These extremely high energy cost benchmarks are set at 275 percent of average per unit costs for home energy or average annual household expenditures by fuel or for total energy and are derived from U.S. Department of Energy, Energy Information Administration surveys. Eligibility benchmarks for 2008 are as follows: Electricity: $0.239 per kilowatt hour, or $2,509 (average total household costs) per year; Natural gas; $26.85 per thousand cubic feet, or $1,859 per year; Fuel oil: $3.35 per gallon, or $1,882 per year; LPG/propane: $3.61 per gallon, or $1,514 per year; Total household energy: $43.91 per million Btus, or $4,013 per year.


FY 2008 Rural Domestic Violence, Dating Violence,
Sexual Assault and Stalking Assistance Program

The United States Department of Justice, Office on Violence Against Women (OVW) is pleased to announce that it is seeking applications for the Rural Domestic Violence, Dating Violence, Sexual Assault and Stalking Assistance Program. This program furthers the Department’s mission by supporting projects designed to address and prevent domestic violence, dating violence, sexual assault and stalking in rural jurisdictions. The primary purpose of the Rural Program is to enhance the safety of child, youth and adult victims of domestic violence, dating violence, sexual assault, and stalking by supporting projects uniquely designed to address and prevent these crimes in rural jurisdictions. OVW welcomes applications that propose innovative solutions for achieving this goal. The Rural Program challenges victim advocates, law enforcement officers, pre-trial service personnel, prosecutors, judges and other court personnel, probation and parole officers, and faith- and/or community-based leaders to collaborate to overcome the problem of domestic violence, dating violence, sexual assault, and stalking and to ensure that victim safety is paramount in providing services to victims and their children


Minority SA/HIV Prevention Initiative

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP) is accepting applications for fiscal year (FY) 2008 for Prevention of Substance Abuse (SA) and HIV for At-Risk Racial/Ethnic Minority Subpopulations (Short Title: Minority SA/HIV Prevention Initiative) cooperative agreements. The purpose of this program is to support an array of activities to assist grantees in building a solid foundation for delivering and sustaining quality and accessible state of the science substance abuse and HIV prevention services. Specifically, the program aims to engage community-level domestic public and private non-profit entities to prevent and reduce the onset of SA and transmission of HIV/AIDS among at-risk racial/ethnic minority subpopulations that are described below.
